Stars - the number of stars that a project has on GitHub. Growth - month over month growth in stars.
Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

Who else finds the use of 'I' offputting in the docs?
If you look at the repo for that guide (https://github.com/evancz/guide.elm-lang.org), the description and README clearly state that this is his book on learning Elm, so for me it makes complete sense that it is in the I-form. Maybe the fact that it's linked from the official Elm page without any mention of that causes a feeling of disconnect for you.

Why is Elm documentation so poor?
I am continually perplexed how poor the official documentation is for Elm (https://guide.elm-lang.org). I love the language, I really enjoy working with it, but where does one go to see the complete API? In particular right now I'm trying to find more on setting various events and accessibility attributes in forms, and this is all I see on the official docs: https://guide.elm-lang.org/architecture/forms.html. Not even a label example on a form page? How is this considered good documentation for a language that has been around for a decade? Is there some secret handshake I need to learn to get access to more in-depth documentation of the language?

Here's To Learning Haskell
I think a good first step would be getting familiar with functional programming in general. I recommend working through the Elm Guide, which will get you acquainted with functional programming idioms and working with immutable data. Then, move on to an introductory Haskell resources, such as Write Yourself a Scheme in 48 Hours. After that, hit up CodeWars and start solving puzzles in Haskell.

What makes a programming language tutorial/syntax guide as easy as possible?
I think The Elm Guide does a very good job.

Check out Elm. Page 4 of the intro guide I linked offers something close, which you could build upon to create what you want there.

Are We Modules Yet?
If you aren't aware of the c++ core guidelines[1] - it should be on your radar.
Also, it might not be a popular opinion, but I think Bjarne's books are just fine.

Toward a TypeScript for C++"
In addition to the other comments -
TypeScript deliberately takes a "good enough" approach to improving JavaScript, instead of designing an ideal but incompatible approach. For example, its handling of [function parameter bivariance](https://www.typescriptlang.org/docs/handbook/type-compatibil...) is unsound but works much better with the existing JavaScript ecosystem. By contrast, a more academic functional programming language would guarantee a sound type system but would be a huge shift from JavaScript.
By analogy, Herb Sutter is arguing that something like the [C++ Core Guidelines](https://isocpp.github.io/CppCoreGuidelines/CppCoreGuidelines), with tooling help in this new Cpp2 syntax, can bring real improvements to safety. Something like Rust's borrow checker would bring much stricter guarantees, backed by academic research and careful design, but would be incompatible and a huge adjustment.

MechE student here. Is there benefit to learning C in addition to C++, or can one do everything with C++ that can be done with C?

C++ is everywhere, but noone really talks about it. What are people's thoughts?
Take a look at Effective Modern c++ by Scott Meyers and the ISO c++ core guidelines. These resources are great for learning how to write better, more modern C++. I don't think it would be hard to grasp if you're already familiar with the language, just make sure to actually write some code which makes use of this stuff, otherwise it's easy to forget.

What are some C++ specific antipatterns that might be missed by C#/Java devs?
Look to the C++ Core Guidelines. It's not perfect, it has some flaws, including some sabotaging advice apparently adopted for political reasons. But at least it has some C++ authorities (Bjarne and Herb) as authors.

lisp-koans - Common Lisp Koans is a language learning exercise in the same vein as the ruby koans, python koans and others. It is a port of the prior koans with some modifications to highlight lisp-specific features. Structured as ordered groups of broken unit tests, the project guides the learner progressively through many Common Lisp language features.
