Is there a way to get gtk apps to look more like native qt apps? Specially the window decorations?
After gtk3, window decorations are not a thing in gtk apps. The gtk theme is used to draw the elements. (Read client side decorations for better idea). You have to depend on 3rd party tools to restore window decorations, like this one. Don't know how well it works now, or even works with gtk 4, since i tried it way back and it has not seen any updates for years.

How can I use KDE window decoration in GTK apps?
It's incredibly hacky, doesn't work on GTK4 apps, and only functions when using X11, but if those aren't deal breakers for you, than gtk3-nocsd might be what you're looking for. It forces GTK3 applications to use the same system side decorations that other applications do.

Easy way to convert xfwm4 to gtkrc?
OK then. I think you want the more typical version of things. Stop Appearance and the like looking that way. The best option currently is this. I don't know what distro you're using so I can't say how you would install it exactly, sure you can figure that out.

- Top bar inconsistencies among Linux apps. Are there any recommended standards for this issue ?
-
Is there a way to force a "normal" titlebar into GTK Apps?
It's not a Gtk style. It's a plugin/hack you need to install externally. https://github.com/PCMan/gtk3-nocsd

GMOME 44 themes
If you like the aesthetics of MacOS, you could try Big Sur Theme. In the repo there are instructions on how to apply the theme into gtk3 and gtk4 apps and also on libadwaita apps.

GNOME 44
I have written https://taoofmac.com for the last 20 years, and have spent the last year progressively using GNOME and Fedora more and more.
I use the WhiteSur GTK theme (https://github.com/vinceliuice/WhiteSur-gtk-theme) so that I don't have to decipher the nuances of the standard GNOME iconography (some of it is... well, not as pretty, and definitely not as intuitive).
I love this setup, but if GNOME decides to keep breaking user themes, I will have to look elsewhere (most likely a different Fedora spin, although definitely not KDE).

Thank you, I am looking for stylepak. Moreover I corrected the spelling error in the post! with "--flatpak" option I was referring to the Readme of the WhiteSur gtk theme, but actually looking into the install.sh there is no option for it.
