[D] Is there a term for this kind of "grid search" in literature?
If you want to see a particular implementation of it, check out the well known libsvm library (https://www.csie.ntu.edu.tw/~cjlin/libsvm/) which will do it for you. Look for grid.py (https://github.com/cjlin1/libsvm/blob/master/tools/grid.py)

libsvm++ : Rewritten libsvm with newer C++
The most famous library for Support Vector Machine (SVM) algorithm is libsvm (https://github.com/cjlin1/libsvm/), but I felt that its code style is too old, I rewrote in newer C++ as a hobby project.
What are some alternatives?
gago - :four_leaf_clover: Evolutionary optimization library for Go (genetic algorithm, partical swarm optimization, differential evolution)
tfgo - Tensorflow + Go, the gopher way
go-fann - Go bindings for FANN, library for artificial neural networks
gobrain - Neural Networks written in go
Gorgonia - Gorgonia is a library that helps facilitate machine learning in Go.
libsvm - libsvm go version
gosseract - Go package for OCR (Optical Character Recognition), by using Tesseract C++ library
goml - On-line Machine Learning in Go (and so much more)
ocrserver - A simple OCR API server, seriously easy to be deployed by Docker, on Heroku as well
go-pr - Pattern recognition package in Go lang.
CloudForest - Ensembles of decision trees in go/golang.
