How to enable hardware transcoding for Plex on TrueNAS Core?
I've just set up a Plex jail with danb35's script as had been recommended here. Everything seems to work well, except that it said it couldn't set up hardware transcoding for TrueNAS 13 and that I would have to do it manually?
- How do I install/setup plex on TrueNAS, without using the iXsystems plugin?

Can't get hardware transcoding to work
I'd say you're probably thinking of this script. Also see this page if you want to set it up manually or add it to an existing jail.

Jellyfin on truenas
if you want to 'learn by doing' and see something working right off the bat, I'd suggest learning the ropes by installing the plex plugin and emby https://emby.media/truenas-server.html - as well as installing plex via the danb35 script https://github.com/danb35/freenas-iocage-plex .

From FreeNAS to OMV or Ubuntu?
As of right now I have TrueNAS Core set up on my spare machine with danb's Plex jail script, aside from my own dumbass permission problems it works well. Best part is you can very easily split the Plex meta data from the jail so if you need to destroy and recreate the jail for whatever reason you don't have to download all the file info again.

Old but still largely correct instructions are here: https://github.com/kern2011/Freenas-Quicksync

I was setting up zerotier for my jellyin jail on truenas.
ZT uses a TAP adapter for networking, and unlike TUN adapters there is no easy toggle in the jail settings to enable these, so you need to create a custom devfs ruleset. This is similar to how you would give a jail access to the GPU for hardware transcoding.
-
What's the preferred way to define custom devfs rules?
You could use a startup script to create the ruleset, as demonstrated in these instructions for setting up a Plex jail with GPU acceleration.

Building a home NAS with a UNAS NSC-810A and Gigabyte C246M-WU4
You need to go through this guide to make QuickSync work properly in FreeNAS/TrueNAS and you need a dummy dongle to make video do hardware transcoding if you don't leave the system plugged into a monitor all the time.

Ubiquiti for Home network
I don't consider my Plex something that has to be up. And it always will need the storage, so it might be a good idea to have Plex on the FreeNAS box as a plug-in. Build it with a KabyLake or newer intel cpu to take advantage of Quick Sync hardware (de)encoding https://github.com/kern2011/Freenas-Quicksync
