Yet, IMHO any spreadsheet software would do. What it misses is tracking but that can be done with going from an ID, e.g number or hash or UUID, to an object and that itself can be done with generating and reading a visual code, e.g QR code. There are numerous open-source tools to generate these e.g https://github.com/davidshimjs/qrcodejs to generate then https://github.com/yushulx/javascript-barcode-qr-code-scanner to read. As long as you are coherent I'm not sure what the problem would be. If you have multiple users ideally the spreadsheet would be available via e.g NextCloud and the hash at the end of the URL would bring you to the right item or set of items e.g sheet or line.
