Can you have a page that auto scales the content to fit the page size as the user resizes the window?
If you want the image to change size before and/or after certain breakpoints, I would look into Angulars Flex layout. And no, you don't need to define your own breakpoints. Flex Layout has predefined breakpoints.

That said, in the angular-layout repo's README there's a link to the repository's Wiki, just one bulletpoint above the link to the examples. Below the link to the examples you'll also find the link to the application's source code the demo app is built with - although for some reason the link is to the app's module file and not the app root.

There is also https://nativescript.org/ which would allow you to use Vue (or several other frameworks) to build a mobile app. Used it myself a while back for an iPad app using Vue 2 and it was pretty straightforward. It seems like there have been quite a few improvements since then so might be worth a look.

There are layers that offer access to native APIs like capacitor, cordova and nativescript. Apparently sometimes multiple of them should be used, but I didn't understand what are the differences even after reading the announcement. These seem to be frontend agnostic technologies and Capacitor is apparently the more modern choice at the moment.
