Solution to evaluating JS in buffer
A lightweight solution is https://github.com/abicky/nodejs-repl.el but I found it doesn't work with dependencies (your package.json), which didn't make it usable for me.

It can send codes in buffer to Fish REPL. It's still a work in progress, so I want to develop based on nodejs-repl.
