Is there any way to create cyberark local accounts in bulk? I am aware of creating manually in PACLIENT, but that doesn't work in bulk.

Conjur policy to golang struct
You can’t generate a struct for policy for the exact reason you mentioned. It is best to consume it as a YAML file instead of trying to integrate it into the source code of the app. Check out my Go-based cybr-cli project, maybe it’ll help: https://github.com/infamousjoeg/cybr-cli
