Use g c to Comment/Uncomment
There's evil-commentary, which is IMO easier to setup. Just install it and enable (evil-commentary-mode) on startup.

Use g c to Comment/Uncomment
There's also evil-nerd-commenter, which also provides text objects so that you can do eg. yic to copy your comments. This one also works without Evil. g c isn't bound by default though (the default key is , ,).
