Amazon EventBridge archive and ordered replay of events
I love when people solve problems for me. This case is no different. I've recently discovered evb-cli that enables you to perform ordered paced replays based on EventBridge archives. If you wish to enforce order while replying events in your environment, I cannot recommend the evb-cli enough.

This new open source project from Lars which supersedes and incorporates the functionality from that project.
