How extensible is emacs?
Frames are textual. You can have special text that is interpreted as an image, but it's part of the content, so it cannot be used as background. There's this hack to have actual background images: https://github.com/wachikun/emacs_bgex

How to only set some variables when running on Windows?
I see your point about loading os-specific files, but since I use a literate (.org) config (https://github.com/garyo/emacs-config) I like to keep things sectioned nicely so I prefer not to load a per-os file.
