Whatever you create will be very insecure. And if I were to create something like what you're describing, I'd write a webserver which would run lisp in a backend local emacs instance via emacsclient. This would enable at least some security measures, though you'd have to make sure arbitrary lisp execution would be prevented. Or you could write the webserver in emacs itself all in lisp.
