With https://github.com/EricBerendsen/dvbinspector one can visualize the intricacies of the I/p/b frame cadence, as well as relative bitrate allocation for each picture type. this will help understand if we have cbr, abr, vbv, or something else driving the codec rate control.

Plex transcoding when it shouldn't, advice please.
If reanalysis shows the same required bandwidths, either something is wrong with Plex's bandwidth calculation, or the file was muxed/encoded strangely, resulting in there actually being a brief timeframe where the bitrate spikes over 80Mbps. You could try to use tools outside of Plex to find out one way or the other. At a glance, this project could be helpful (there may be better tools, this was the first one I found that seemed somewhat popular).
