use DSES to change your accepted EULA (makes it region free)

For different region games, you can't accept the EULA from other regions. Use DSES to mark all EULA versions from all regions as accepted.

https://github.com/noirscape/dses/releases use this to set the EULA. Unlike the EULASetter this one you just press one button and its done.

There's this nifty little app called DSES that lets you set the EULA of Europe region on your non-EUR system to "accepted". I used it to link Tri-Force Heroes with a friend in France using their vanilla EUR console and my CFW'd USA system.

if it doesn't work, you could try using Cthulhu instead. the option is under Miscellaneous>Change accepted EULA version, set it to FFFF (press Y)

The Activity Log's folder name differs by region. "0x00020202" for Japan, "0x00020212" for USA, "0x00020222" for Europe (Source). Make a copy of the file in this folder. The Cthulhu tool can also read and manipulate Activity Log data to a limited extent.
