I have found that even some experienced Drupal/WordPress developers have problems trying to use Docker to set-up local sites for development. Have you tried https://github.com/Surnet/docker-wkhtmltopdf ? There's an example in the readme where it is explained how you can simply copy the wkhtmlto* binaries to your own image, tested it locally with the alpine:3.15 image so that should work with minor modifications
