What's the lightest Linux distro possible?
Busybox + Linux. Examples are buildroot and PandABlocks-roots based on dls-rootfs. A minimal build can be around 1 or 2 MB, though if you want to go smaller you need to look at using ulibc instead of gnu libc.

8.6 Generic cloud image has been utterly broken since its release on May 14...
I recognize that "1" has been broken for a long time. There really isn't an excuse, but even so, this is a volunteer effort and majority of our work has been on Rocky 9 outside of our regular day-to-day. Since "1" has been broken for a long while, receiving more feedback or an attempted fix from elsewhere to try to remind us or get us working on a fix in general in between the work we've been putting in Rocky 9. Yes, there's been an outstanding bug report as you've linked, but this is all volunteer work and things will unfortunately and inevitably fall through the cracks for us. We are human after all. What I would suggest to anyone is if there are concerns, while a bug report does let us know what's going on, feedback in the form of a fix, suggestion, or otherwise through reddit, email, forums, mattermost, github issue are all sufficient to get the notification out there. Or even an extra comment on the bug report to get the email notification and mattermost notification to us helps too. And as an aside too, feedback could be left not only as a bug report, but also at the kickstarts repo itself. We always review PR's and issues.
