If it's running v2, pretty much anything here will be able to read them. If it's running v3, your options are much more limited at the moment, for example this library or this library.

Has anyone on 3.0 extracted highlights from 3rd party app?
I'm not sure what the current state of the art is, but there's some progress on https://github.com/ddvk/reader , and there's always the Discord server for more up to date info.

Continuous scrolling is the most frustrating thing I have seen
As I mentioned elsewhere, the v3.0 .rm format is totally different from the 2.x. First attempt to rev eng it is https://github.com/ddvk/reader AFAIK.

File structure the same in 3.0?
I had a closer look into the new format and it's indeed completely different from the one used in v2.x :-( This will take a lot of work to reengineer. Fortunately, as the remy developer told me, at ddvk there is a work in progress to analyse it. Still a long way to go, it seems.

wine 8.2 reMarkable desktop app
As in adding a sentence, e.g "this string of text" on top of a notebook back on the device? If so that's also feasible using e.g https://github.com/bsdz/remarkable-layers#demo but I believe there is a replacement for the latest version https://github.com/ricklupton/rmc which I haven't tested. It does say converting to rM format though so in theory one could get their notebook, add content on desktop, text or something else, then save and upload back.

Complete local conversion of annotated PDFs in v3 format?
I guess it shouldn't be that hard to create, if one combines the logic of rm2pdf for including the background PDF with the .rm processing of rmc, for example. Maybe I'll try to stitch something together...

So, which file management tools are you still using?
That's why one should use a converter for v3, e.g https://github.com/ricklupton/rmc but as I said I haven't tried yet. If you have a v3 file I recommend you try or send me one and I'll try.
