Trouble with npx
What are you trying to archive here? npx help gives you that error because that package hasn't any executable (https://www.npmjs.com/package/help). If you check the package.json of that package, there isn't any "bin" definied. So npx doesn't know what to execute. See for example https://github.com/nuxt/create-nuxt-app/blob/master/packages/create-nuxt-app/package.json (or run it with npx create-nuxt-app example), which will execute this file https://github.com/nuxt/create-nuxt-app/blob/master/packages/create-nuxt-app/lib/cli.js (see package.json -> bin).

My own observation on a Surface Book six years ago was that in Node.js under Windows, each module had about 1ms of overhead when there was warm file system cache—that is, simply bundling with Rollup saved 1ms per file. And that must have been only in the order of one or two thousand modules, when the behaviour is still close enough to linear.

I use StyleLint (https://stylelint.io/) to lint my css/scss. I don't think that's a rule, but writing a custom rule isn't too tough. And you can use the vscode extension - https://marketplace.visualstudio.com/items?itemName=stylelint.vscode-stylelint
