Activity is a relative number indicating how actively a project is being developed. Recent commits have higher weight than older ones.
For example, an activity of 9.0 indicates that a project is amongst the top 10% of the most actively developed projects that we are tracking.

My higher education institution has bought every generation of these for Digital Signage since 2014. We use an open-source (abandonware?) Ruby project called Concerto[1] to generate webpages, and the Chrome OS Kiosk Mode[2] feature to boot these things straight to chrome-less full-screen web browsers that load Concerto webpages. It's a nice setup, but I do worry about the future support of both of those pillars.

You could take a look at Concerto. A group of RPI students developed it to use as their campus signage system. I’ve deployed it twice before and it’s a pretty flexible system, you can add images, announcements, sync with an iCal. You can even add multiple users with different permissions (high school staff can only manage the high school sign).

Hmh, that's a drawback to me. I like to have different accounts for different things and keep them more or less strictly separated. I use two subreddits and each has its own account.
On average I'd say account creation has become harder because everybody and her child tries to shunt you into some social sign-in but it still is not difficult to make accounts. "Modern" password managers make it a breeze to juggle many accounts, and frankly, what Netscape Navigator could do almost 30 years ago was already enough for that.
Same goes for forums. phpbb [1] can run on any LAMP potato and you get a whole boatload of potatoes for 2 EUR/month at Hetzner. I don't know what HN requires, but I guess it's not much more. The hard part of forums are the people needed to keep order and Reddit is not helping there, quite the opposite.
Sorry, I notice I'm grumpy.

Ask HN: Forum Software Similar to Reddit?
I have not tried this one, but Postmill [1] is similar to HN and phpBB [2] is an off the shelf forum platform with incredible moderator capabilities but I think an add-on is required for voting.
