Are there standalone game streaming clients (Steam Link/AMD Link) for Ubuntu?
Not for Ubuntu specifically, but for all Linux distros - there's an official (as in, made and distributed by Valve) flatpak version of Steam Link on Flathub: https://flathub.org/apps/details/com.valvesoftware.SteamLink

Getting my first Chromebook and I need some advice
SteamLink for PC is distributed as a flatpak and according to the Flatpak website this packaging format is compatible. What I'm not sure about is if the Steam Link app for PC has a version for ARM. So if it doesn't, the Steam Link package from the Play Store should work. So the short answer for Steam Link is yes.
