Ubuntu With Flatpaks, Without The Snaps - Celestial OS
Perhaps somewhere here: https://github.com/TeamCobweb . The best explanation is the celos repository: https://github.com/TeamCobweb/celos . But it should be noted this doesn't contain the code. What it contains is a description of how to recreate a celos distribution.
Here is the link to the latest branch of our repo (Keep in mind, however, that this is currently out of date) Feel free to contribute if you'd like: https://github.com/TeamCobweb/celos/tree/beta7
- An almost completely flatpak based Gnome install. Details in comments...

How to create/craft/design/build a theme for eos?
Pantheon is build/based on GTK. So, I believe that this will help you. Also, you can always visit gnome-look.org, download a theme and look through its files and see how it is made. You can also build a theme on top of it or use it as a template to get you started, ya know, open source and all those thangs. lol
