Packagr is based off of one of my earlier tools https://github.com/AnalogJ/capsulecd which did this whole flow end to end automatically, but was pretty opinionated, and inflexible. Packagr is setup as a series of small composable tools, which you can integrate with your existing build/test tools & scrips

CI/CD server that is lean and runs without docker (or can use Podman rather easily)?
I can put in a word for Buildbot, which I've been using for years across multiple projects. It doesn't depend on Docker, it is written in Python, and we use it with some FreeBSD machines too. I think the main downside compared to others is the configuration, which can easily become overwhelming if you're not a developer. It's a Python script, which means it is extremely versatile, and adaptable to any use-case you can think of.
