Autoscaling: how to only shut down idling instances when scaling in?
Buildkite uses a Lambda written in Go to manage autoscaling. It handles metrics and sets the autoscaling group to the correct capacity (instead of using built-in metrics). It's more upfront work but gives you much more flexibility https://github.com/buildkite/buildkite-agent-scaler
