It has to be disabled at the serve level using something like https://github.com/BTELNYY/btelnyy-nochatreport which simply cancel players message events and replaces it with a message from the server (as done with /say)

Bedrock or java? You can use a mod or a plugin if your a server admin. Both of those are on Java only. Bedrock doesn't work.

Avoiding the Minecraft report system
The 1.16.5 clients won't be reportable, as they don't sign the chat messages, as for the 1.19.1 clients, you can use a plugin.

That would indeed break this plugin idea. However, someone made a plugin that converts all messages to server messages, which can't be reported.

This is relevant to Minecraft Administrators, the chat reporting system will remove control from you, and lose you players.
