Bedrock or java? You can use a mod or a plugin if your a server admin. Both of those are on Java only. Bedrock doesn't work.

The 1.16.5 clients won't be reportable, as they don't sign the chat messages, as for the 1.19.1 clients, you can use a plugin.

That would indeed break this plugin idea. However, someone made a plugin that converts all messages to server messages, which can't be reported.

There have been many exploits in the past where fake reports could be generated, potentially more that are privately reported. Mojang has already delayed the release of 1.19.1 multiple times to get the system perfect. From the sound of it, there's a huge rework in place for 1.19.1 pre-release 5 which hopefully fixes the exploits for once and for all, but we won't really know until security researches poke at it when it's released.

The same moderation tools that can be abused to frame someone very easily are a very bad idea. Servers moderate themselves just fine
