Is there a way to set a specific maximum amount of RAM a specific program can use?
This can be done with Process Governer. However, of course can't randomly limit an application and expect it to work correctly. Some applications do allocate memory dynamically based on how much is available to them, but the vast majority of applications don't. They will just crash when they run out of memory.
