Besides the Apollo Save Tool that would require an jailbroken PlayStation 4 Console i wouldn't know anything that would come close to what Save Wizard does offer.

MGS:V PS4 Save to PC (Steam Deck)
Hi, I'm the creator of this tool. If anyone struggles with converting the saves, then I have some tips for you below: 1. You need to have a PS4 on firmware that is able to run goldHEN. 2. Extract your MGSV saves from your PS4 using the Apollo by bucanero. 3. Decrypt extracted save files using my tool (you must choose the PS4 profile from the list box). 4. Now, you have to ENCRYPT the decrypted saves, but this time you have to choose a PC profile.

Save installation requires Apollo Save Tool. If you don't have a USB drive and your console is on FW 9.00 or below, you can use PS4 Save Mounter. The latter method is not described here.

I found a new way to get entitlement pkgs. More info in post.
Enable FTP on your PS4, then open Save Mounter for PS4 ( https://github.com/ChendoChap/Playstation-4-Save-Mounter/releases/tag/v1.5_ps4debug ) on your desktop PC. Put in your PS4 IP address, click Connect, click Setup, click Get Games, find the titleID of your fpkg/foreign game, then click Search.

Import PS4 game save to PC, possible?
If you have a custom firmware, I think you can decrypt your PS4 save file with this tool https://github.com/ChendoChap/Playstation-4-Save-Mounter and then try to import it to PC. I don't own a PS4 so I've never tried it.

Kingdom Save Editor now updated for 1.5+2.5 PC! You can now edit saves or convert PS2/PS3/PS4 saves.
You can use Save Wizard PS4 which is a paid program or with a jailbroken PS4 you can use Save Mounter instead.
