Does anyone know if the Ceton InfiniTV 6 can be used in Win 11 via Jellyfin?
I think if tuner->tvheadend->antennas->jellyfin doesn't work, you're done, move on to a $50 Prime.

HDHomerun options help
Personally I use a Internet Router with 4 DVB-Tuners inside (Fritz!Box 6660 Cable), connect them to a tvheadend (https://tvheadend.org/) instance which is then proxied to plex using a docker image of Antennas (https://github.com/jfarseneau/antennas). If i didn't have that Internet Router, I would probably connect a DVB-Tuner card compatible with tvheadend into a pc and do the same thing. You could probably also stream the free IPTV streams from https://github.com/iptv-org/iptv using xteve (https://github.com/xteve-project/xTeVe).

Jellyfin TVHeadend Plugin Series Record
For TVHeadend, I personally use Antennas which emulates an HDHomerun. This lets me pipe it in to Jellyfin with the native Live TV support, and everything works perfectly. For guide data, I just subscribe to SchedulesDirect which is also supported in Jellyfin.

Xbox Digital TV Tuner not finding channels
As far as I am aware, the xbox tuner is not compatible with plex. Although you can use Antenna to emulate an HD Homerun.
