Can I create this point to site tunnel without cloud shell
CloudShell is just PowerShell in the browser (https://shell.azure.com). You don't need it though, you can just install the Azure PowerShell module (Install-Module Az). Also I'd recommend following the steps here instead of the post you're looking at: https://learn.microsoft.com/en-us/azure/vpn-gateway/vpn-gateway-howto-point-to-site-rm-ps
