Android 12 (LOS19?) Theming
Code-wise Monet is not a part of AOSP. kdrag0n's implementation is nice and all, but I doubt LOS with its tendency to stay close to AOSP would integrate it. Looks like it can be applied with Magisk though.

What phones are most likely to get Material You?
There's nothing stopping them creating their own, or including a third party library to do it (I can see kdrag0n's recreation being included by some for example), but they can't use Google's. This might be why OnePlus aren't including it - they're not choosing to remove it, they're simply not recreating it.

There is definitely a lot more to building a proper package for wider distribution, but there are some great tools out there for folks wanting to get into it that make it more approachable. I've done my fair share with fpm when learning how the proverbial sausage is made.

What's the deal with Slackware?
I use RedHat based environments for work. I've had good success creating my own yum repo and building RPM packages with Effing package management. FPM can handle packages for most distros so if you want to publish a linux app it is an easy way to provide it in multiple formats.
