Why the negativity towards Webpack?
It's because most webpack projects compile jsx with babel and send the whole dependency chunk straight away. Use this generator to get top performance and maximum flexibility: https://github.com/DoneDeal0/alright-react-app

Vite vs. Creeate-React-app
Another option would be this app generator.

Using Webpack with ReactJS
Try this generator to get familiar with webpack. It's a professional app template (I use almost the same in a big SaaS app) that works exactly like CRA, BUT that exposes all the config.

+1 for Vite. If i need something more flexible, I usually go with a light browsersync + sass + rollup setup.

I'm getting back in to Wordpress for a person project... Anyone briefly mind catching me up on local development practices?
Local by Flywheel is great for getting a WP site up on your computer for active dev. Look into a basic browsersync + sass + rollup setup for live theme dev.
-
are there any other CMS out there that has similar functionalities as WordPress?
Use a simple SASS + Rollup + Browsersync setup to get auto-reload on change. It's no HMR, but al least you won't be hammering cmd+r every 8s. eg (https://github.com/thisanimus/mini-devex/blob/main/package.json). For more intense stuff, we use gulp as it's a little faster than webpack and much more straightforward for what we're doing. I'm on a quest to get vite working well with WP, but I've struck out 3 times so far.
