Hi! Apart from Afloat (which is not updated for a while now) there's an app called Rectangle. Although it doesn't keep windows on top of other windows - it's a great tool to organize or "snap" your apps through keyboard shortcuts.

I was a Spectacle user for years, but I recently switched to using Rectangle for window management. Rectangle has a few more options than Spectacle; I’m still getting used to it but I have no strong feelings either way.
