I think that page is for Bluetooth classic which is quite different than BLE. Hey. Im going to do this myself soon. If I understand it correctly you need to start a server on one device(a slave) before you can connect from a master. I was thinking of using https://github.com/aritchie/bluetoothle (since shiny seems too much to bite over...)
