Use OldNewExplorer, settings here and hide the ribbon + caption text and icon. Also use removeaddressbar here tool to get a much cleaner look.

I noticed that a while back as well. I'm honestly not sure what's up with it, but there's a direct replacement either way. niivu has the majority of their Windows 10 themes stored in a GitHub repository! It's not going to be exactly the same, namely that the theme previews aren't displayed the same way, but it's still an excellent resource!

I thinks this has something to do with your bones original skeleton being rotated slightly differently in rest pose than the ones on the target skeleton. not sure if thats the best solution but I would import it into blender and try to match the rotations UE has set for their bones. github.com/BiGilSoft/WindowTop/releases <-- the tool you were looking for

Works very badly... When it is enabled I get a lot of lags when resizing the window or moving other windows... It slows down the moving/resizing window. When you maximize it part of the border disappears. Sometimes you also get a border without a window. Lol... Not only that they copied WindowTop, but they also did super poor copy.
