Also use winrice to setup initial OS, that disables what's unnecessary (telemetry and stuff) and installs useful apps like HEVC extensions and Nanazip.

It’s subjective, but he’s probably referring to the Xbox stuff, the store, Edge etc some of which you’ve said you want to keep. If you’re running 11, there is a debloat script here: https://github.com/teeotsa/windows-11-debloat and for 10, here: https://github.com/Sycnex/Windows10Debloater the repo for the 10 debloater lists a whole lot of bundled stuff it removes. You could always run one of those then re-add what you actually need. YMMV.
