For exe creation take a look at https://github.com/MScholtes/Win-PS2EXE It doesn't always succeed but for simple Gui's it works fine.

Can indeed package PowerShell 7 and run it independent of the system's .NET version. This is what I've used in the past when I wanted to run a script needing PowerShell 7, but not wanting to install yet another .NET version and make it easy to run: https://github.com/quonic/Standalone-PowerShell-Template
