Can't make a webrtc connection, even when both peers have srflx candidates.

I have two peers, one with local wifi (my home) and another with 4G. I can get from both srflx candidates when using trickle-ice/. However, I can't establish a webrtc connection without a turn server. For example, I can't make a call with https://appr.tc/.

What do you use for high quality video calling these days between continents/countries/cities. Whatsapp video calls are OK, often low quality. Skype gives good quality only when it feels like. There should have been a WebRTC alternative by now but I can't find a free one. https://appr.tc is probably broken and always give room full error to other person (overseas) who wants to join.
