I've finally figured out why I don't like HoI as much as other Paradox games
Also, for normal Victoria 2, the game unmodded sucks. People play HPM, but I don't like it. Instead, the only way to play normal Victoria 2 is HFM, specifically the de-railroaded version which allows you to toggle colonial railroading (with it turned on Africa ends up being divided like it did IRL)
