if you are running fabric, you will need fabricproxy-lite. if you are running vanilla and you for some reason don't want to switch to fabric, you need to use vanillacord

Is it possible to have a hub server that connects players to vanilla servers?
You could just use VanillaCord to hook up Vanilla servers to BungeeCord (or whatever you use). Basically just patches Vanilla to allow BungeeCord compatibility.

Is there a way to get the pre 1.17 world generation back?
I think the only way to totally accomplish what you're trying to do would be with a server rather than a realm. You could run a 1.16 server with ViaVersion to allow newer versions of Minecraft to connect to it. I believe that this would maintain 1.16 world generation even when generating new chunks.
