What can I do if my country is censoring VPN?

I've setup that https://github.com/Snawoot/shadowsocks-heroku on Heroku, used this https://github.com/Dr-Incognito/V2Ray-Desktop to connect, but my public IP is still the same, not sure how is this supposed to work
