Browser game but without any animation
I think browsergame is the correct term. It's just that most of those mid-2000 games all were replaced by Apps. UniEngine looks pretty close. Judging from the folder structure, I don't think it's a great example, you can certainly look for ideas.

I have two questions about PHP: longevity and firepower.
So, if you want a challenge, then go ahead. If you want to get there without delay, I suggest you using C# or even Java. If you want to take a look, this project can be a quick start on how to do it. That was made with Laravell (a modern PHP framework), btw.
