ThinkPad LED Control works perfectly, runs as a service, and is persistent through reboots

Alternatively you can download Thinkpad LEDs control APP , also very helpful.

Made some minor changes with O&O ShutUp10++ and Winaero Tweaker plus ThinkPadLEDControl to automatically turn on keyboard backlight

You could look into https://github.com/valinet/ThinkPadLEDControl but I haven't tried it. It looks like doing what you want could require some programming skill? idk.
