Hey, late reply but I've found another thing that may be of use to you. There's a plugin TextToTalk which does text-to-speech for chat windows. I figure this could be useful for you and maybe a better solution than a bigass chat panel.

Secondly, Easyeyes is another tool useful for filtering what fx you see and don't see. Unfortunately I believe you need to actually see the fx for the easiest way to disable it, so it would be very awkward to do on the fly, but it still may be of some use to you.

Is there a list of dungeons/bosses that are extra epilepsy unfriendly?
There is a plugin called EasyEyes for FFXIVQuickLauncher that is able to remove VFXs ( the flashes and animations ) on demand, maybe she can use to filter those?
