If you are on Mac you can try LocationSimulator. I started using it a few weeks back and have had no issues.

It's an application for macOS only for iOS, it's free, open source, and doesn't require a jailbreak. I think its cool be it utilizes Apple Maps. Just google it and it's the first page. Link

If you have a Mac (and an iPhone), LocationSimulator is an extremely viable option for spoofing. If you’re on iOS 16, the app requires Developer Mode to be enabled. Luckily for us, there is no native API for apps to detect whether Developer Mode is enabled. But of course, it doesn’t take a genius to realize that it’s impossible to fly from San Francisco to Tokyo in 0.001 microseconds, so just use your best judgement when teleporting.
