I went through the same thing, and every source I read said it's best to install windows to the SD internal memory and use SD cards only for additional storage to whichever OS needs it. Can't you just run the beta Steam Big Picture on startup and run SWICD for controller support outside of Steam and get 90% of default SteamOS functionality?

You'll probably want to ask on r/WindowsOnDeck to get a better response, but I think there are two basic routes to try here. One is to try to force the Steam overlay to work with something like GloSSI or OSOL. The other is to use 3rd party drivers for the Deck's controls.
