Winauth/Steam Desktop authenticator (SDA) No longer work?
You need to switch to https://github.com/Jessecar96/SteamDesktopAuthenticator because if you check the WinAuth last update, it's from 2017 so it was bound to break eventually like it did on you but this project got updated last week to catch up with latest Steam update.

I have never had the steam app, not going too. How can I verify or confirm sales of "items" on steam?

You can export your code from Steam Guard using the github project Steam Desktop Authenticator and exporting the code to your software 2FA of choice.
