Using a steam skin I made, today it just cut off half the top tool bar. what is this?
That's a different issue entirely, something else changed that broke the way the What's New section was hidden before. Maybe SFP can inject styles there.

This is entirely Valve's fault, not the skinners. And while there are workarounds, e.g. patching your Steam client to make it work, not everyone is going to be comfortable with that.

Is it possible to use Steam Deck themes (from e.g. CSS Loader) on Windows / Linux Big Picture?
Currently checking SFP, apparently it can theme the friends list but not Big Picture yet. But I'll be keeping an eye on the project

How to get Steam skins to cover whole library and not just the top of the UI?
Another way, which also allows skinning the friends list, is to use a tool that I created called SFP (https://github.com/PhantomGamers/SFP). A popular library skin that can be used with SFP is Shiina's library skin available here: https://github.com/AikoMidori/steam-library
