My Steam Deck always turns on like this from shutdown. Any clue how to disable it?
That sounds like something went wrong with the boot manager. It might cause bigger issues down the road and I would suggest just doing a complete wipe but you could try this. I use this to force SteamOS on boot instead of Windows.

For those who dual boot but doesn't like to use a GUI boot manager
I've been using this script from chinballstv for the past week. It adds a Systemd service in SteamOS that sets the next boot to SteamOS.

oh shoot it worked! i will use this instead and get away with the rEFInd drama!
That is what I do as well, but in addition I ran this script on SteamOS. What it does is setup a service in SteamOS which tell the system to boot into SteamOS on next boot.
