Convert .ps1 script to .exe file?
Can indeed package PowerShell 7 and run it independent of the system's .NET version. This is what I've used in the past when I wanted to run a script needing PowerShell 7, but not wanting to install yet another .NET version and make it easy to run: https://github.com/quonic/Standalone-PowerShell-Template

Here is an example template on how to have a few scripts download PS 7 and run a script with that downloaded PS 7.

Anyone any idea why i can't change the SYSTEM owner?
Use this to launch explorer with TrustedInstaller permissions and all bets are off you will be able to do anything you want (TrustedInstaller is the highest permission level there is that essentially completely bypasses NTFS permissions). But if you manage to fuck up your Windows install you've got only yourself to blame since these protections are in place for a reason.
