For somewhat popular videos, SponsorBlock API can be used to do this. sponskrub is a commandline tool that implements this and my youtube-dl fork yt-dlp has integration with sponskrub

How do I finish this command to create a text file of video addresses of all video's on a channel? youtube-dl -i -o "https://www.youtube.com/watch?v=" --get-id --skip-download https://www.youtube.com/channel/videos > channel_URL_list.txt
is the way to go in windows. Note that you can make this process much faster for larger channels in yt-dlp using --flat-playlist

I have added a --windows-filenames option to yt-dlp to force the filename to be compatible with windows.

Same as youtube-dl. Just download the latest release and run it with youtube-dlc instead of youtube-dl
